To help deal with the 5 million private owned cars in Beijing along with the 10 million bikes they cut the traffic some what by breaking up the vehicle volume in 5 groups... those with license plates ending in 1&5, 2&6, 3&7, 4&8, and 5&9. Each day one of these groups is not allowed to have their vehicle on the road on penalty of a $200 fine (about $32 USD) thereby reducing eligible cars on the road by 20% daily. It didn't seem to help today!!
